Freezing all adoptions by U.S. families would be great! But what for? What the Russian child’s American adoptive parents did was reprehensible.
Adopted or biological they should not return this child as a package. Because of that, they deserve to be prosecuted for neglect of that child as since they adopted that child, he is legally theirs. It is against the law to abandon a child or your own child.
Another fact is why do people go to another country to adopt children when the United States has so many kids that need a home? To avoid any diplomatic clashes, it is better for the US to make easy local adoptions.
